This is one of the ways of generating a cognitive dissonance and splitting that-what-is into an informed management level and the uninformed common people or plebs, who use the same words entirely differently, ignorant of their actual (or legal) meaning, and ignorant of the larger picture. Ignorant even of the medium picture!
This ignorance is not a result of intelligence, or lack thereof, but a consequence of meticulous processes.
Some doctors are healers.
Some are entrepreneurs and merchants, who have simply chosen medicine as a lucrative venue.
